napa airport 30, concord 24 but cloud cover and definitely the wind holding temperatures up. everybody here's in the 50s. now high temperatures today are going to be very brutal because some of these may be set before noon today. and therein lies the problem with a lot of this. you may by noon get your temperature and then by 4 or 5:00 that temperature will drop about 5, 10 degrees here. our system is moving in, a lot of cloud cover. we've had a little bit of rain but mostly looks to be dissipating. there's not a lot let. some also towards some of ther elevations out to the east and a couple little showers around san jose. overall look for a windy day, cloudy in the morning, and then turning colder in the night as that cold air begins to work its way in. highs in the 50s. here's sal. good morning. we are looking at a commute that is affected by a very small grass fire. 580 westbound near coolidge. it was mostly smoke, some flames, a couple of engine companies there. could be a little slow but no major slowdowns on 580 yet as

you head from high street to lake shore. let's take a look at live pictures, the toll plaza backup is about 10 to 15 minutes, no problems on the bridge. an earlier crash cleared from that span. traffic is going to be a little bit slow. san jose northbound 280 traffic getting up to highway 17. nice and clear in the south bay so far. 6:02. let's go back to the desk. temperatures are dropping, and that is prompting organizations that help the homeless to open up temporary shelters for those living on the street. ktvu channel 2 reporter janine de la vega joins us from san jose to talk about the need in a new study. >> reporter: people have started waking up here in the shelter in san jose in the last hour. the shelters closes at 6. they're going to provide breakfast though in the next 30 minutes. for those who haven't committed to programs here it's back to the streets for the day. life opened its centers last night which provides 275 emergency beds for those living

on the street. now out of that number there's just 50 beds for those in san jose. it's not enough for the growing homeless population. the 2013 home lessen discuss survey showed there are more than 7600 people homeless on any given night, which is an 8 percent increase in santa clara county from 2011. there was an 18% increase in the city of san jose. those who used the bed last night were grateful for the shelter. >> i came here because i had four broke ribs and i just was hurting so bad that i couldn't stay on the streets any longer. i came here got a little bit better and take care of some things i need to take care of and it worked out. the place is a real good place right here, real good place. >> advocates say there's not enough affordable housing in santa clara county, a recent study reports that san jose is the fourth most expensive city in the country for renters.

the report says cutbacks in federal funding and the loss of redevelopment agency money has taken a toll. there are a number of state bills under review in the legislature that could provide a permanent source for affordable housing including sb391 which could raise $720 million a year for affordable housing. reporting live from san jose, janine de la vega ktvu channel 2 news. stay with us here, ktvu weather team for the very latest weather conditions as we head into our very important winter months. you can also follow steve paulson and our other meteorologists on twitter and facebook. time now 6:05 this morning, emergency crews in idaho hope to resume the search for san jose pilot dale smith and his passengers. air traffic control lost contact on sunday as smith was trying to land at a remote airstrip in the idaho wilderness. this is the bee beech bonanza plane.

smith reported having engine problems during a flight from oregon to montana. heavy snow in door is hampering the search efforts. the idaho national guard plans to resume the search this morning. a fire in vallejo is being called suspicious this morning that left one firefighter injured and forced more than two dozen people from their homes. tara moriarty is in vallejo this morning to tell us what investigators are saying about this fire. >> reporter: we're here at the fire station that responded to sunday's fire. one of their own was hurt, a firefighter receiving first and second degree burns. he was treated and released from the hospital. now this broke out around 1:00 in the morning sunday, this fire at a marina heights apartment complex on carolina street. 25 people including many children are now out of their homes in the wake of this fire. the three alarm blaze started in one of the 16 units in the g wing and took firefighters about 40 minutes to get under control. one unit was destroyed. the other sustained heavy damage. investigators say there are signs that this fire is

suspicious. >> it appears that the apartment had been burglarized. there was a glass broken out of the front door which the firefighters did not break when they entered the apartment, and that they did find an accelerant within that apartment. >> reporter: the red cross has helped the displaced families find a place to stay and police say just four days ago a 26- year-old man was killed in another wing of the apartment complex but they don't believe it is related to this fire. coming up we're going to tell you what police say is also very suspicious about this particular fire. live from vallejo i'm tara moriarty ktvu channel 2 news. police have tracked down a teenage boy who escaped from san fransisco's juvenile detention center. officers took the 17-year-old boy into custody on treasure island late last night several hours after his escape. no word yet on why the boy was on treasure island or how officers managed to find him.

today supervisors in sonoma county are presidented to begin appointing a specific task force on officer involved shootings. it's in response to the fatal shooting of 13-year-old andy lopez in santa rosa in october. a sheriff's deputy shot the teenager several times after mistaking his toy gun for a real assault rifle. the task force expected to create an independent citizens review board that would examine all police shootings in the county. congress meantime is moving to renew a 25-year-old ban on guns that could evade metal detectors and x-ray machines. the many democrats wanted tougher restrictions to require permanent metal components that would make plastic guns more detectable. the republican led house is expected to approve a 10-year extension of the ban that exists right now. democrats will probably support it figuring that's the best they can get. 9-1-1 phone calls made

during the sandy hook elementary school shooting rampage will be released tomorrow. connecticut state attorney had been fighting against releasing those recordings saying the recordings of severyn seven calls made from inside the school would be painful for the victims families. now he says he won't challenge a judge's decision to make the calls public. last december a gunman shot and killed 20 school children and six adults before killing himself. san fransisco police are investigating a crash that killed a motorcyclist in the city's lower hate neighborhood. police say the motorcyclist collided with a car on the corner of oak and steiner streets at 8:30 last night. the driver stopped and is cooperating with investigators. the motorcyclist was rushed to sf general but died from his injuries. the death of a child hit in a crosswalk has renewed a push for major street changes in downtown san jose. more than 100 people attended a vigil for 3-year-old elijah alvetry who was hit and killed

in his stroller a week ago. people living near by saying the corridors in and out of downtown move too fast and would be safer if converted to two-way streets. there have been 24 pedestrian deaths in son jose this year alone. that's the highest number in almost ten years. your time now almost 6:10. b.a.r.t.'s union considering their next move in the contract dispute with management, and no news, that may be good news for b.a.r.t. commuters. it's now been ten days since b.a.r.t.'s board of directors asked union leaders to resubmit a revised contract without a disputed family leave provision. there's still no talk of the unions going out on strike for a third time this year. it appears more and more likely the unions will probably head to court to settle the contract dispute. retro fit work in the transbay tube that's been causing delays for late night b.a.r.t. riders, it's wrapping up six months early. the crews gap the overnight installation of heavy steel reinforcing plates back in march. to make the work out there

safe, trains were single tracked around the work crews. that typically caused delays of about 15 to 20 minutes for midweek, late night service. other phases of the retro fit project include upgrades to 34 stations and 22 miles of elevated track as well as support columns and parking structures. some big changes being considered for san fransisco's south of mart area. the city's planning commission will unveil its long-term rezoning plan to transform that entire area to reflect the changing times. the south of market area has changed from being an industrial area to a neighborhood that has more and more businesses and homes. >> a great story, christmas has come early for a few lucky restaurant workers in san fransisco. a mystery tipper has been going to restaurants around the country and leaving thousand dollars of dollars in tips. recently he or she visited

welcome back to the ktvu channel 2 morning news. at 6:15, central florida, a bear attacked and seriously injured a woman while she was walking her dog. it happened last night in the town of longwood. police say the woman managed to get away and run to a neighbor's house. the bear ran off and has not

been found. wildlife officials have set traps in the area to try to catch that bear. pam's not happy about this, a man's been killed in hawaii in another shark attack off the coast of maui. 57-year-old patrick briney was attacked yesterday. he was fishing in a kayak in the waters by maui. his fishing partner was able to tie a tourniquet be to his badly injured leg. he flagged down a tour boat to get some help. however he died a short time later. a lifeguard says steps are being taken to make sure everyone's safe. >> we're closing the beach, monitoring, making sure everybody stays out of the water. >> back in august, a german tourist died after a shark bit her arm in maui. this past friday a woman was injured by a shark in maui as well. back here at home, many ski resorts have been waiting for a storm, and they may be getting it now. snow is already falling in the

sierra this morning. our reporter brian hick key live where the snow is coming down hard. . >> reporter: good morning from a very snowy donners summit. the snow coming down making for whitened ground and the interstate covered that little bit of snow. it has not been enough yet to bring up chain controls on interstate 80. highway 50 and highway 88 to the south of us on the south end of lake tahoe have chain controls at this hour. i think it's only a matter of time before we see chain controls on interstate 80. temperatures in the valley, very mild this morning. in fact it's rain all the way up to about cisco grove. a few miles down the road from where we are it was raining on our way up and then it switched to snow instantly around king vail and it's been snowing for the last couple of hours. accumulations still only about a half an inch so the ski resorts hoping for a lot more. the good news, we are expecting

colder air to come in. that will bring fluffier and higher quantities quantities of snow. to hopefully give themselves a better base at the ski resorts. behind me, a convoy coming through. you can still see them coming through here without chains. make sure you're ready for winter travel and brisk temperatures expected to go down into the sing the digits over the coming days in the sierra. thanks brian. stay warm. >> i'm getting cold just looking at brian out there. sal it's good news for the resorts up there. >> yeah, and he mentioned there are chain requirements. it's kind of obvious by looking at that picture that if you're driving to the sierra today, you should bring the chains with you and know how to put them on. there are people who can put them on for you. you have to wait longer. if you can do it yourself you save yourself time. let's go out and take a look at the commute now westbound bay bridge. you can see that traffic is backed up for about a 15 to 20

minute delay. there are no major problems this morning if you are driving through. we've also been looking at the commute on the east shore freeway. we have some slowing coming in already from richmond through berkeley as you head west to the main part of oakland. 580 is slow coming from the altamonte pass to livermore. it does get better by the time you reach dublin. thank you kindly sal. >> you're welcome. good morning, cloudy, windy for some, not for all. maybe a few little showers. there have been a couple sprinkles, not that much. 50s mainly on the temps, cloud cover and also the breeze holding things up. breezy to windy later on and then tonight. cold air is on its way. be filterrering in. high temps set by noon. it's been a westerly breeze for most. altamonte pass, 44 miles per hour. looks like some rain as well. mount tam 37, napa airport 30 and concord buchanan says 24.

some of the temperatures all in the 50s here. i mean high temperatures today are really going to be kind of brutal. i mean, again by about 5:00 that temperature will be plunging pretty fast. so we start off mainly upper 40s, low 50s. you can see the cloud cover over us. also the snow level again, it's raining in blue canyon, as you just saw, could be some light rain. we've had a couple reports here, especially out to the valley. also around looks like altamonte pass wrapping back around some of the higher elevations near mount diablo. a couple sprinkles near san jose. temperatures today against starting off on the mild side for some. it's 36 up in crescent city. that cold air is on the way, mainly 30s, 40s, to the 50s. we have a winter weather advisory until 4:00. snow level starting off around 6,000 and coming down. gusts over the passes easily over 60, maybe 70 miles per hour. a lot of cloud cover, breezy to windy and cool to cold but then here comes that colder air. that will really plunge in by tonight and then we go cold

cold cold. cloudy, windy in the morning, a few showers here, not a big deal, but the temperature drop will be significant as we head into tonight and also tomorrow. windy and colder, colder air arrives later on. mostly cloudy this morning. it's already freezing for some depending on your definition. 50s antioch, brentwood, morgan hill, fairfield, santa rosa, everyone's really close on the temps and widespread freezing will take place once we get the cold in here and the wind develops and dies down. by friday, saturday we'll get some cloud cover in here and that will probably take care of it. it's going to get cold. we'll clear it out and have temperatures that will be very brisk as we head into i'd say thursday and friday. all right. thank you steve. the palo alto based tesla says german auto safety authorities found no safety defects. they had opened an investigation into the model s following reports of three fires in the electric cars battery packs. tesla says it received a letter

from germany. they found no manufacturing defects that could have caused the fires. two of the fires happened after the electric cars struck debris on the road. a third fire happened after a crash in mexico. a u.s. investigation is still underway. a judge is expected to decide today whether detroit is eligible for bankruptcy protection. that would mean the city could work on a plan to pay off creditors. if not eligible, detroit would probably be forced to negotiate again with creditors, especially unions and pension funds. detroit is the largest american city ever to seek bankruptcy protection. time is 6:22. if you watch the waters, guess what's arriving here in the bay area making itself at home. we'll tell you what we're starting to see more of out in the bay. people who are different, i just feel like they should stand up for themselves. >> speaking out against bullying, how a fight posted on youtube could lead to change in west contra costa schools. i love having a free checked bag

cleaner. in october a boater spotted an otter in lake merritt. earlier this year an otter -- the golden state warriors made the wishes of some local kids come true. last night they hosted a holiday party for the children of a make a wish program. visit part of the warriors plays for the holidays outreach campaign. the oracle arena, wow, was transformed into a children's theme park for kids that have life-threatening medical conditions. >> just to be able to touch someone's life and be able to make their day, you never know how far they're going. it's a blessing to be able to do that. >> great story. this is the third year of the event. players love giving the kids a chance to take their minds off their medical conditions and just have a little fun. >> the deadly typhoon in the philippines will be the focus at a hearing in washington d. c. later today. the house foreign affairs committee will talk about the

2 morning news. it's already tuesday, pam. december 3rd. i'm dave clark. >> good morning. i'm pam cook. time now 6:30. let's check in with steve paulson for all the cold weather out there. >> and it's on its way. that's for sure. it's not too bad right now. we have mainly upper 40s, low 50s, some snow in the sierra nevada. some areas have been very windy. clearing to the north and that's the leading edge of that cold air on the way. a few showers popping up, parts of marin county, nothing too heavy, a few sprinkles maybe, richmond, san rafael bridge, some of that might be heading to the east bay. not a lot here. a couple little hit and miss guys towards san jose. one starting to move towards san mateo coast near half-moon bay. there's a few little guys bubbling up there. a lot of 50s here, a few upper 40s. the cold air is up here. it will start to move in probably after the noon hour. forecasting the high temps today is really a challenge. very dynamic cold system will continue to spin in like spokes

on a wheel. windy and colder, mostly cloudy, a few hit and miss showers in the morning and clearing this afternoon. highs today, a lot of 50s, cold air comes in tonight. here's sal. good morning. we are looking at the commute and i don't see a big problem, but i see a lot of slowdowns, developing around the bay area. you can see the bay bridge is already full strength at 15 to 20 minutes before you actually make it on to the span itself. we have been looking at the commute here on westbound 92, the san mateo bridge, and this traffic does look pretty good. if you're driving on westbound 580, it is slowing down pretty much until you get to the main part of livermore. then it gets a little bit better with no major problems. as you can see the altamonte pass, just a lot of slow traffic coming in from highway 205. 6:32 let's go back to the desk. as the temperature starts to drop, temporary cold weather shelters are opening up all over the bay area to provide shelter for the homeless

arrest in the deadly shooting of a young daly city man who was trying to sell a popular video game console. police say the suspect is 21- year-old ronnie collins. he's accused of killing 22-year- old ikenna uwakah in the bay view district sunday afternoon. the two had met on a street corner talking about the sale of a sony police station station 4 that the victim had advertised online. a fight on youtube has led to a discussion about ways to stop violence and bullying in west contra costa county schools. last night students, parents and school board members attended a public meeting in richmond. the school district called the meeting after a fight at hercules high school between three girls and a transgender student was posted online. jewels gutierrez went to last night's meeting. the fight apparently started because of gutierrez's gender identification. >> i just kind of like enough is enough because you could stretch a rubber band so far and then it would just snap.

>> school board member charles ramsey spoke at last night's meeting. he says having more open discussions is one way that the board can help stop bullying and sexual harassment in schools. the 18-year-old student who was set on fire on an ac transit bus in oakland has returned to school. sasha fleischman was welcomed back in berkeley yesterday. fleischman does not identify as a male or female and was apparently attacked for wearing a skirt. police say 16-year-old richard thomas, a student at oakland high school admitted to setting fleischman's skirt on fire. he has been charged with a hate crime. time is now 6:38. christmas came early for some san fransisco restaurant workers. a mysterious diner left some big tips. they range from 500 bucks to $10,000. ktvu's brian flores live in san fransisco now. give us an idea who this person may be brian. >> yeah, dave. good morning to you. we're here off chestnut street

and as you know there are lots of cool boutique stores, lots of great restaurants as well. for one person, he or she liked the service and food so much they decided to leave a rather large tip for one of the servers. we don't know much about this person except for that they go by the hashtag off tips for jesus. one of the places he or she has hit up is taco luscious. one server got a thousand dollars tip off a $152 tab. on the bottom of the receipt they left the signature at hashtag tips for jesus. now the other restaurant that this person has hit up is harris harris. according to the receipt was on november 19th. now tips for jesus has also gone to other restaurants across the country. the customer left a $10,000 tip at a place called jade bar in southern california and a $5000 tip at a restaurant called

welcome back. time now 6:43. the deadly shooting of andy lopez by a sonoma county sheriff's deputy may prompt the county to change the way it investigates officer involved shootings. ktvu's alex savidge live in santa rosa this morning to tell us more about the task force that's too to take shape later today alex. >> it will ultimately be a 21- member task force that will come up with an independent review process for officer involved shootings and later on today, the sonoma county board of supervisors will begin appointing members of the public and members of law enforcement to this new panel. the task force will consider various options including setting up a citizen review board or an independent citizen auditor. its final recommendations will be due a year from now. currently the district attorney looks at officer involved shootings and decides if a crime was committed and that a

grand jury reviews those findings. anger over the deadly shooting of andy lopez in october prompted calls for change. investigators say sheriff's deputy eric gail house shot and killed the 13-year-old after mistaking the teen's airsoft bb gun for a real ak-47. the lopez family believes that shooting was unjustified and they filed a federal civil rights lawsuit against both the deputy and the department. the santa rosa police department is investigating that shooting. the county board of supervisors meeting begins at 8:30 this morning and along with beginning to assign people to this community and law enforcement task force, the board of supervisors also are expected to decide on whether to explore the establishment of a memorial park there at the site where andy lopez was shot and killed. we're live this morning in santa rosa, alex savidge news tuesday channel 2 news. time now 6:45.

a car salesman in hayward still stunned after a man posing as a potential buyer stole a luxury suv and drove off the lot. the man and another friend walked into the lot of empire auto sunday afternoon, said they were interested in the 2004 range rover, wanted to take it for a test drive. the salesman said he asked for a driver's license first and when one of the men walked away to get it the other man shoved him, jumped into the suv, and sped off. >> i was shocked, you know, and it happened, you know i couldn't believe it, but it did. >> now the salesman was not seriously hurt. again, we're talking about a 2004 range rover. the color gray. it has a dealers plate on the front. >> also new reports this morning, the crash that killed actor paul walker may have been caused by a mechanical failure. actor vin diesel walker's costar in the fast and furious movies went to the crash site last night paying his respects.

walker was riding in a porsche carrera gt. tmz reports the car may have been leaking steering fluid. that may explain how the driver lost control. that car slammed into a tree and a street lamp, then burst into flames. authorities do say speed may have been a factor. and we have new information from federal investigators about last weekend's deadly train derailment in new york city. four people were killed in this. dozens more were hurt in that sunday morning crash in the bronx. the ntsb says the commuter train that flew off the tracks was going more than twice the safe speed as it entered a curve. still not clear yet if human error or mechanical problems caused that deadly crash. your time now 6:47. here's a quick look at what's coming up on mornings on 2. passengers on the us airways flight made an unexpected stop. why their plane diverted to a special gate and why their health could now be at risk. >> also caught on video, the

much, and then 680 southbound is going to be slow. so you can see the traffic here on 680 south is a little bit slow as you approach walnut creek and there are no major problems there. 80 westbound pockets of slow traffic only, not a solid line. b.a.r.t., caltrain, and muni are reporting no delays at this hour. 6:48. let's go to steve. a very good morning, the wind is definitely picking up i did see before i had a chance to finish this graphic, 52 miles per hour, mount tam, 46, black diamond which is at 1600 feet in between clayton and antioch. there's a weather sensor there. i've been there a thousand times, okay. 500. 45 miles per hour. beach chalet western edge of golden gate park, near there, not far away. 36 miles per hour. napa airport 30 and concord 24. it's not only higher elevations, coasts and north bay, take your pick. also a little line of rain trying to form. for marin county there was a little bit here. i mean if you're getting any

the campus led to the suspect who refused to come out of hiding until police released their dog. the dog bit him. cartwright was treated, then released into police custody. he has posted bail and he is charged with burglary and possession of burglary tools. time now 6:56. a retired san fransisco fire captain who passed away last week will be laid to rest today. 63-year-old daniel armenta died from a rare cancer. he worked at fire station 1 for the last ten years of his career. some say his death was caused by exposure to chemicals during his years as a firefighter. five other firefighters from fire station 1 have also been diagnosed with the same form of cancer. it's associated with exposure to smoke. >> there was a recent study looking at san fransisco, philadelphia, and chicago, and they found that there was an increased instance of cancer among firefighters. >> now he retired in june of 2011 after more than 30 years
